China Targets Separatists

China says its new ethnic unity law gives it legal authority to pursue separatists abroad.
The law, effective July 1, allows China to hold foreign individuals and groups accountable for undermining ethnic unity or inciting separatism.
Vice Justice Minister Hu Weilie said the provision targets illegal acts and uses rule-of-law methods.
The measure protects sovereignty, security, development and will not affect exchanges, academia or trade.

History

Historical Context

After President Chen Shui-bian’s 2002 “One Country on Each Side” stance, the PRC drafted an anti-secession law, which the NPC passed on 14 March 2005 and President Hu Jintao signed. Premier Wen Jiabao later cited the 1861 U.S. anti-secession act to justify the law’s extraterritorial reach, a basis now invoked to target overseas Taiwan-independence advocates.
