President Trump Withholds Signature on Bipartisan Housing Bill Pending SAVE America Act

President Donald Trump announced on Wednesday via Truth Social that he will not sign the 21st Century ROAD to Housing Act until Congress passes the SAVE America Act, a voting-reform proposal he calls an emergency. The scheduled signing ceremony was cancelled.

Co-authored by Sen. Tim Scott (R-SC) and Sen. Elizabeth Warren (D-MA), the bill caps purchases of single-family homes, creates a $200 million Innovation Fund, and funds projects converting space into affordable housing. It cleared the House 358-32 and the Senate 85-5.

Senators John Cornyn (R-TX) called the move inexplicable, Susan Collins (R-ME) said the cancellation makes no sense given bipartisan support, Thom Tillis (R-NC) called it politically unwise, James Lankford (R-OK) expects the bill to become law after ten days, and Steve Daines (R-MT) urged the president to sign. Speaker Mike Johnson (R-LA) said GOP leaders will try to advance the SAVE America Act through reconciliation.

Sen. Elizabeth Warren (D-MA) said Trump’s stance shows complete indifference to the cost squeeze on American families. Republican senators Cornyn and Tillis warned the move could hurt GOP midterm prospects.

Trump cites the SAVE America Act as his only reason for withholding the signature, yet that reform lacks enough GOP votes to overcome a filibuster. No known precedent exists for such a hold, leaving the legal outcome uncertain.

Trump will meet Senate leaders Wednesday. Speaker Johnson says GOP will try to pass SAVE America Act via reconciliation, though it may not meet the threshold. If the president does not sign, the housing bill becomes law after ten days.
