History

Historical Context

The Immigration Act of 1990, signed by President George H.W. Bush on November 29, 1990 and introduced by Senator Ted Kennedy, established Temporary Protected Status, originally for Salvadorans. Decades later the law’s TPS mechanism was invoked for Haitians after the 1991 coup, leading to the 2024 Supreme Court’s 6-3 decision to end it. The act also raised the annual immigration ceiling to about 700,000.
