Historical Context

In February-March 2014, after Ukraine’s Revolution of Dignity ousted President Yanukovych, Russian forces seized Crimea, held a disputed referendum and Russia formally annexed the peninsula on 18 March 2014. The UN General Assembly voted 100-11-58 to condemn the vote, prompting EU sanctions and NATO alert. Ukrainian drone strikes now force the Russian-installed Crimean administration into a state of emergency, recalling the 2014 utility disruptions.
