EU Extends Ukrainian Temporary Protection, Bars New Military-Age Men

The EU’s Temporary Protection Directive, launched after Russia’s full-scale invasion in February 2022, was set to expire in March 2027. On 26 June 2024 the European Commission proposed extending it to March 2028 while tightening eligibility for men of military age, at Kyiv’s request.

The plan keeps protection for the roughly 4.4 million Ukrainians already in the bloc but bars newly arriving men aged 23-60 who cannot leave Ukraine under martial law. The restriction is not retroactive; affected men may still apply for asylum under general EU law.

The Council of Europe warns that blanket bans risk a protection gap and calls for case-by-case assessments. The EU also announced a pilot programme to help Ukrainians who wish to return, offering job, housing and education support. The proposal will take effect once all 27 member states approve it and it is published in the EU law journal.
