HS2 Reset: NAO Calls for Pause Until Delivery Confidence Confirmed

The NAO has advised the DfT and HS2 Ltd to hold off on implementing the HS2 plan until they can demonstrate confidence in its deliverability. The recommendation follows a 15-month review that produced a detailed plan for the London-Birmingham work.

HS2 was conceived to link London, Birmingham, Manchester and Leeds. The Manchester leg was cancelled in October 2023 by Prime Minister Rishi Sunak. 2011 cost estimates were £32.7 billion. In June 2026 Transport Secretary Heidi Alexander announced a revised total cost of up to £102.7 billion and a London-Birmingham opening as late as 2039.
