Historical Context

In 2005 DHS launched Operation Streamline, raising prosecutions from about 4,000 to 16,000 that year. ICE expanded the approach with Operation Cross Check in 2011, sending thousands of agents to arrest criminal-record immigrants nationwide. That federal-local model underlies today’s Operation Broken Blade, where LAPD and prosecutors target the Hoover gang’s Figueroa Corridor trafficking ring before the 2028 Olympics.
