Historical Context

After WWII, Labour’s post-war programme, driven by Minister Aneurin Bevan, began a large council-house build to address the housing shortage. In 1951 Conservative Housing Minister Harold Macmillan set a target of 300,000 new houses a year, while Margaret Thatcher’s 1979 Right-to-Buy sold more than 2 million council homes, leaving about 17 % of UK households in social housing by 2024.
