Historical Context

In March 1999 NATO launched Operation Allied Force, beginning air strikes on 24 March after Solana ordered the campaign, and deliberately hit civilian oil sites such as the Pancevo refinery to weaken Yugoslavia’s war economy. The ten-week campaign flew about 38,000 combat missions, showing how targeting fuel infrastructure can pressure an adversary and has informed later strategies.
