Historical Context

Title X was signed by Nixon in 1970 to fund planning, but after 2011 Vice President Mike Pence warned that 25 % of its grants went to Planned Parenthood. The Trump administration’s 22 February 2019 rule barred Title X money from abortion-related services, causing Planned Parenthood to leave the program in August 2019 and cutting $286 million a year. Anti-abortion activists urge House Republicans to reinstate the defunding before 2026 midterms.
