In June 2002 the EU adopted Council Framework Decision 2002/584/JHA establishing the European Arrest Warrant. The UK transposed it via the Extradition Act 2003, which took effect on 1 January 2004, creating a fast-track surrender system. Bedfordshire Police’s Operation Snowdrift now seeks to extradite Ndodana Mkhanyisi Tshuma, who fled after the Great Denham killings, testing that system.
