Senator Ed Markey Launches Comprehensive AI Accountability Agenda

Senator Ed Markey (D-Massachusetts) announced a package of bills aimed at curbing the social, environmental, and workplace harms of artificial-intelligence systems. The centerpiece requires any company planning a new AI-focused datacenter to obtain certification from the Federal Communications Commission that the project will not jeopardize “air and water quality, noise levels, energy costs, electricity system reliability, the local ecosystem and wildlife, the local economy and jobs.” Additional measures would: ban reliance on automated hiring, firing or promotion tools; mandate independent bias audits before release of decision-making algorithms; create civil-rights offices in every federal agency that uses AI; require human-override options in healthcare AI; protect workers who dispute AI recommendations; and standardize reporting of datacenter energy and environmental impacts.
