History

Historical Context

In August 2006 Typhoon Saomai, the strongest storm to hit mainland China, slammed Zhejiang, killing 456 people and prompting a national emergency response. The disaster, following earlier 2006 storms Bilis and Prapiroon, led the State Council to adopt a unified typhoon-response framework. When Typhoon Bavi struck Zhejiang in 2024, authorities evacuated 2.6 million people under that same framework.
