Historical Context

The 1995 Oslo II Accord, signed in Taba, pledged limited Israeli settlement growth while creating the Palestinian Authority and dividing the West Bank into Areas A, B and C. Yet settlement construction continued, and by 2009 Prime Minister Benjamin Netanyahu’s “freeze” still permitted about 12,000 new units—a 30 % increase over the prior year—fueling today’s documented violence.
