Historical Context

In 2002 Turkey became a Level-3 partner in the F-35 program and planned 100 jets. After Turkey bought Russia’s S-400, the U.S. Senate blocked transfers in June 2018, Trump signed the ban, and on 17 July 2019 the United States removed Turkey, storing six aircraft. In 2024 President Donald Trump offered to lift sanctions and approve a $700 million engine sale, reviving the 2019 dispute and testing NATO unity.
