Historical Context

After the 1956 National Defense Council proved inefficient, Prime Minister Yasuhiro Nakasone formed a nine-person Security Council in 1986 to improve coordination. In May 2026 the Diet enacted a law converting the Cabinet Intelligence Office into a National Intelligence Agency, further centralizing intelligence.
