Chen’s work includes a December 2020 study commissioned by the U.S. State Department that retrospectively examined seismic records from all six North Korean nuclear detonations conducted between 2006 and 2017, using some data collected in China. Chinese officials have focused on this research as the basis for the espionage allegation. The United States, China and Russia signed the 1996 Comprehensive Nuclear-Test-Ban Treaty but have not ratified it; all observe a voluntary moratorium. In February, senior State Department officials alleged that China covertly conducted a nuclear test in 2020 at Lop Nur, its historic test site in Xinjiang.
Official Statements & Responses
Secretary of State Marco Rubio designated Chen “wrongfully detained” on March 19, the only American so labeled in China. The Trump administration has kept the designation low-profile, hoping to improve prospects for release, and President Donald Trump raised Chen’s case with President Xi Jinping during talks in Beijing. The Chinese embassy has not responded to U.S. requests for comment.
Criticism & Advocacy
Advocacy group Global Reach, represented by head Eric Lebson, describes the espionage charge as “both wrong and inconsistent with the public and collaborative nature of the work that he has done.” Rong fears the outcome is predetermined and that the trial will lack transparency.
