Australia Launches Office of AI and Mandates National Standards for Data Centres

The Australian government announced the creation of an “Office of AI” within the Department of the Prime Minister and Cabinet. The office will coordinate a single national framework that sets compulsory rules for the location, power, water use and grid impact of large-scale AI data centres. Legislation to codify these Australian Standards is slated for introduction to Parliament early next year.

The move expands the National AI Plan released by Industry Minister Tim Ayres in December. In March, Assistant Technology Minister Andrew Charlton issued non-binding “Expectations for Data Centres and AI Infrastructure Developers” covering national interest, energy, water, workforce and innovation. Albanese said the government must now shift from encouraging AI investment to defining the conditions under which it occurs, arguing Australia’s geography gives it a unique chance to shape the physical footprint of AI infrastructure before it is built.

Anthropic, an AI developer, has issued a memorandum of understanding under the National AI Plan and is seeking a partner for a data-centre campus exceeding 1.4 GW, with a target of bringing at least 1 GW online by the end of 2027. The project could require between USD 12 billion and USD 15 billion in debt and equity financing. Under the proposed standards, operators will be required to underwrite new electricity generation, pay the full cost of grid connections and ensure they contribute at least as much energy to the grid as they consume, while also minimising water use and funding any additional water infrastructure.

Prime Minister Anthony Albanese framed the reforms as a “world-first” that will give investors certainty and protect communities. He argued that a coordinated approach will enhance Australia’s appeal to international investors and prevent a fragmented, sector-by-sector response. The Office of AI will bring together portfolios covering industry, energy, copyright, employment, education and national security to design the standards.

Environmental groups warned that the AI-driven expansion of data centres could strain the energy system and raise water consumption. Amanda McKenzie, CEO of the Climate Council, cautioned that unchecked growth may lead to soaring electricity prices and increased climate pollution.
