Hertfordshire to Be Divided into Four Unitary Authorities

Reorganization Announcement
The UK government has confirmed that Hertfordshire’s existing county council and its ten district and borough councils will be abolished and replaced by four unitary authorities. The new councils will assume responsibility for services ranging from waste collection to social care.
Current Structure and New Unitary Model
Under the present arrangement, a county council oversees the county while ten separate district and borough councils manage local matters. The proposed unitary authorities will be:
- North West Hertfordshire Council – merging Dacorum and St Albans.
- South West Hertfordshire Council – combining Hertsmere, Three Rivers and Watford.
- Central Hertfordshire Council – uniting North Hertfordshire, Stevenage and Welwyn Hatfield.
- East Hertfordshire Council – joining Broxbourne, East Hertfordshire and the Royston, Northaw and Cuffley areas from neighboring jurisdictions.
Each authority is expected to serve roughly 300,000 residents.
Stakeholder Positions
The four-council option received explicit support from Broxbourne, Dacorum, Hertsmere, North Hertfordshire, Stevenage and Welwyn Hatfield. These councils favored the larger unitary structure over alternative proposals.
Political Dispute
The selection of the four-council model sparked a contentious debate within the Labour-Liberal Democrat coalition on the Welwyn Hatfield council. While the full council had initially preferred a three-council arrangement, Labour cabinet members overrode that decision, a move that nearly fractured the coalition.
