Presidential Veto Halts Civil-Partnerships Bill
On 17 July 2026, Poland’s conservative President Karol Nawrocki announced via X that he had vetoed the legislation intended to legalise civil partnerships. The bill, introduced by Prime Minister Donald Tusk’s centrist government in December 2025, would have created a “status of the closest person” for unmarried partners, extending several marital rights—joint property, medical information access, and burial privileges—to same-sex couples and other non-marital relationships.
Legislative Background and Proposed Rights
The partnership proposal was a key pledge of Tusk’s pro-European Civic Coalition, promised within the first 100 days of taking office after the 2024 parliamentary election. To mitigate conservative resistance, coalition leaders emphasized that the “closest person” status could also apply to neighbours or family members, not solely romantic partners. The bill sought to grant partners many of the legal benefits currently reserved for marriage under Polish law.
Official Positions
President Nawrocki framed his decision as a constitutional duty, arguing that the measure would erode the “special status of marriage defined… as a union of a woman and a man.” Prime Minister Tusk, in turn, characterised the veto as an affront to citizens’ personal freedoms, describing it as “an expression of contempt toward people and their right to happiness and a normal life.” Both leaders presented their stances as reflections of their respective political bases.
Opposition and Public Support
Tusk’s criticism highlighted the tension between the governing coalition’s centrist agenda and Nawrocki’s conservative outlook. Public opinion appears to be shifting: a 2025 CBOS poll recorded 62 % of Poles supporting legalisation of same-sex partnerships—the highest level ever reported. Nonetheless, Poland remains among the few EU states—alongside Bulgaria, Romania and Slovakia—without legal recognition of same-sex unions.
