ICE Officer Identified in Maine Fatal Shooting Faces Scrutiny Over Prior Injuries and Abuse Allegations

On the Monday before July 18 2026, a man identified as 25-year-old Johan Sebastián Durán Guerrero was killed during a vehicle stop by Immigration and Customs Enforcement (ICE) officers in Biddeford, Maine. Federal officials have not publicly named the shooter, but two of the victim’s ex-wives say ICE officer David Brouillette told them he opened fire and believed the use of force was justified. The Department of Homeland Security (DHS) said the officer used deadly force because he was “fearing for public safety.”

Brouillette, 37, served in the Maine National Guard and the regular Army from 2007 to 2015, including a deployment to Afghanistan. After leaving the military he worked as a state correctional officer, a Department of Veterans Affairs police officer, and briefly in real estate in 2025. In December 2021, while pursuing firefighter certification at Southern Maine Community College, a steel I-beam fell on his head, causing a serious laceration, concussion, and lasting cognitive deficits such as impaired memory, headaches, vertigo and light sensitivity. A lawsuit filed in late 2023 alleged the injuries “significantly impaired” his daily activities. The college later settled the case. ICE’s 2021 hiring surge targeted veterans and former police officers, allowing rapid onboarding with minimal additional vetting.

Court documents reveal a pattern of domestic-violence accusations. In 2009 a child-protective caseworker noted that Ashley Brouillette “ended her marriage to David and now admits that he was verbally and physically abusive to her.” A 2019 protection-from-abuse filing by his second ex-wife, Lucinda Brouillette, described threats, physical pushing and intimidation, prompting a temporary firearm relinquishment order. Subsequent filings in 2020 and 2021 alleged further aggression toward his daughter, though judges dismissed the cases without findings of abuse. Brouillette has denied the allegations, and a Maine criminal-records search shows no charges or convictions.
