Historical Context

In November 1979 Ronald Reagan championed a North-American free-trade vision that led Canada’s Prime Minister Brian Mulroney to sign the Canada-U.S. Free Trade Agreement in 1988, eliminating most tariffs. The pact became the template for NAFTA, which entered force on 1 January 1994 and was later replaced by the USMCA in 2020 after Donald Trump’s 2016 pledge to renegotiate NAFTA.
