On 19 March 1978 the UN Security Council passed Resolutions 425 and 426, demanding Israel pull out of southern Lebanon and establishing UNIFIL with an initial 6,000-troop mandate amid the Lebanese Civil War and Israel’s Operation Litani. UNIFIL has remained on the border ever since, and today’s U.S.–mediated Italy talks invoke that 1978 framework to seek an Israeli withdrawal, Hezbollah disarmament, and Lebanese army control.
