Historical Context

On January 1 1994 NAFTA entered force, removing tariffs on half of Mexico’s exports to the United States and a third of U.S. exports to Mexico. It also added the North American Agreement on Labor Cooperation, a tool for the three governments to address forced-labor and safety violations. USTR Deputy Jamieson Greer’s duty proposal revives that labor-enforcement spirit as NAFTA’s successor, the USMCA, has been in force since July 2020.
