Portland City Council President Jamie Dunphy says the city, the state and Multnomah County are continuing negotiations to fund a major upgrade of the Moda Center, but the Trail Blazers organization has not supplied the information city officials deem necessary for a final agreement. Dunphy noted that the council has released a draft term sheet to demonstrate seriousness, yet the team has not responded in writing since the requests began in April. The lack of participation, he said, makes meaningful negotiations “really hard.”
Legislative and Funding Context
Earlier this year, Oregon lawmakers approved legislation that permits the state to issue bonds to cover its share of the arena project. Portland, Multnomah County and the regional development agency Prosper Portland are now weighing additional contributions. The city is moving forward with a $120 million investment, but officials admit they do not yet know precisely what that amount will purchase. The overall renovation package is projected to cost about $600 million, a figure the Blazers are expected to help fund.
City Officials’ Position
Dunphy emphasized that council members need a clearer breakdown of how renovation funds would be allocated before casting a vote slated for December. He also expressed concern that if Multnomah County reduces its financial commitment, the negotiations could become more complicated. The uncertainty coincides with the Blazers’ transition to new ownership under Tom Dundon, whose leadership has not yet engaged in the council’s work session.
Upcoming Sessions and Decision Path
A work session is scheduled for July 30, during which the council has formally invited Blazers leadership to answer outstanding questions. Public testimony and a hearing are planned for early August, followed by a council vote in mid-August on the term-sheet resolution. After additional negotiations and receipt of detailed cost information, a final vote is expected in December. The outcome will determine whether the city proceeds with the renovation and, ultimately, whether the NBA franchise remains in Portland.
