Burnham Announces Cuts
- Andy Burnham became minister July 20, 2026 and announced a 20% business-rates cut for pubs and clubs.
- He removed the 5% VAT on domestic electricity, lowering household bills by £45 a year.
- A £2 cap was introduced, but it does not apply in London, where rides cost £1.75.
- He named John Healey chancellor, Ed Miliband foreign secretary and Angela Rayner housing secretary, proposing a “Downing Street North” office in Manchester.
