The Tyumen refinery—formerly the Antipinsky refinery and now owned by the Moscow-based company Ri-invest—processes about 8 million metric tons of crude each year, with a refining depth of 98 %. Industry estimates indicate it handles roughly 6 million tons of crude annually, producing around 0.5 million tons of gasoline and 2.5 million tons of diesel. The plant was previously hit by Ukrainian drones on June 20 (2026) and in October 2025.

Official Reactions

President Volodymyr Zelenskyy said the operation employed upgraded long-range drones developed by the Ukrainian firm Fire Point, capable of striking targets up to 3,000 km away. Andrii Kovalenko, head of Ukraine’s Center for Countering Disinformation, confirmed the Tyumen refinery was a deliberate target. Governor Moor, speaking to the Astra Telegram channel, said emergency crews were on site but provided no details on casualties or damage extent.

Strategic Significance

Analysts note that the strike demonstrates Kyiv’s expanding ability to reach deep into Russian territory, potentially threatening energy assets that fund Russia’s war effort. Reuters highlighted that any disruption at Tyumen could further tighten Russia’s domestic fuel market, which has already faced shortages since May when Ukraine intensified attacks on Russian refineries.
