Senate Democrats Question SSA Field Office Closures

On a Tuesday, a group of Senate Democrats, led by Sen. Elizabeth Warren of Massachusetts, sent a letter to Social Security Administration (SSA) Commissioner Frank Bisignano demanding explanations for the recent shutdown or limited operation of dozens of SSA field offices. The lawmakers note that 16 offices across the country were, as of the latest update, providing no or only limited in-person services, and they allege that staffing shortages and reassignment of employees are contributing factors.

The SSA’s field-office network comprises roughly 1,200 locations. Chronic underfunding left the agency at a 50-year low in workforce size, and the previous administration cut an additional 7,500 positions. OPM data show the SSA employed about 49,500 people as of May. Commissioner Bisignano has reassigned more than 1,500 staff from field offices to the 1-800 call center. Union leaders have previously reported that rural offices in Bloomsburg, Pennsylvania, and Logan, West Virginia, have been closed for over a year. The senators argue that such closures disproportionately affect rural residents, potentially doubling travel time to the nearest open office.

An SSA spokesperson countered the senators’ claims, stating that none of the listed closures are due to staffing gaps. The agency attributes temporary shutdowns and limited service to planned renovations, required maintenance, or other facilities issues, and says it is working with the GSA and building owners to resolve them. The spokesperson also emphasized that resident stations in rural areas typically have only one or two employees assigned for in-person assistance.
