During the AIDS 2026 conference in Rio de Janeiro, a State Department slide displayed a map that misidentified every African nation. Nigeria was shown as landlocked in the Sahara, Mozambique appeared in the Horn of Africa, and Ivory Coast was placed on the opposite side of the continent. The error was captured on video and quickly spread online after a Substack post by AIDS expert Emily Bass and a LinkedIn post that amassed roughly 40,000 views.

The map was part of a briefing on new U.S. health agreements and bore an artificial-intelligence watermark indicating it was generated with OpenAI tools. The State Department later explained that a team member had hastily altered the slide deck shortly before the event. The speaker, Jeff Graham, the top U.S. health envoy who oversees the President’s Emergency Plan for AIDS Relief (PEPFAR), did not comment. The United States currently has several hundred troops deployed in Nigeria, and the Trump administration’s prior decision to pause funding for PEPFAR was noted, though core drug-distribution work has largely resumed. The department also indicated plans to phase out the program in South Africa while scaling back spending on prevention and surveillance.
