Migration Surge Triggers Military Deployment in Ceuta
In late July 2026, Spain declared a state of emergency in its North-African enclave of Ceuta after a massive influx of migrants from neighboring Morocco. The Spanish government dispatched military platoons, bolstered naval and air patrols, and sent diving teams to the coastline to contain the flow. The European Union’s border agency, Frontex, also offered assistance. Ceuta and the nearby enclave of Melilla constitute the European Union’s only land borders with Africa, and Morocco does not recognize Spanish sovereignty over them.

Spain’s Interior Ministry reported that roughly 49,000 migrants crossed into Ceuta within a 24-hour period, marking one of the largest single-day irregular border crossings recorded in Europe. Video footage showed migrants swimming around barriers, using inner tubes, and forcing their way through land crossings. Nine bodies were recovered on the day of the surge, adding to a cumulative death toll of at least 60 migrants who have died attempting the crossing in recent months.

Israel’s Foreign Ministry later clarified that Danon’s comment did not represent the official position of the Israeli state and that the ministry was closely monitoring the situation in Ceuta.
Domestic Political Responses in Spain
Ceuta’s regional president, Juan Jesús Vivas, described the situation as a “total humanitarian and social emergency” and urged the national government to declare a broader emergency. Opposition leaders also weighed in: Vox party head Santiago Abascal labeled the influx an “invasion,” while Popular Party leader Alberto Núñez Feijóo called the circumstances “desperate” and supported a national emergency declaration. Prime Minister Pedro Sánchez, a frequent critic of Israeli actions, has faced heightened scrutiny of Spain’s immigration policies amid the crisis.
