Boris Nadezhdin Leaves Russia After Being Barred from Parliamentary Race

Opposition politician Boris Nadezhdin announced on Monday that he has left Russia, appearing in a video recorded in front of the Eiffel Tower in Paris. The statement follows a series of legal actions that prevented him from running in the September State Duma elections, including a fine of 1,000 rubles (about $13) for displaying “extremist” symbols and a designation as a “foreign agent” by Russian authorities. It remains unclear whether a travel ban that previously barred him from leaving the country has been lifted.

In July, a Russian court fined Nadezhdin for a brief 2023 online video that showed a picture of the late opposition leader Alexei Navalny, a figure the Kremlin has repeatedly labeled extremist. Earlier that month, the Justice Ministry added Nadezhdin to the foreign-agent register, a status that imposes heightened scrutiny and restricts public office eligibility. The combined penalties barred him from the September parliamentary ballot, which the Kremlin tightly controls. In January 2024, more than 9,000 signatures collected for his presidential bid were declared invalid by the Supreme Court, eliminating his candidacy in the March election.

Nadezhdin, a veteran of the 1990s government who once advised Sergei Kiriyenko, has been one of the few high-profile critics of President Vladimir Putin to remain in Russia. After the full-scale invasion of Ukraine in 2022, Russian authorities intensified repression of dissent, targeting opposition politicians, independent media, and civil-society groups. Hundreds have been jailed and thousands have fled, creating an environment of limited tolerance for even symbolic opposition.
