Historical Context

In July 2022 the United Nations and Turkey helped Russia and Ukraine sign the Black Sea Grain Initiative, reopening Odesa and creating a safe corridor for grain exports. By July 2023 the deal had moved roughly 33 million tonnes, but Russia’s 2026 missile and drone strikes again sealed the port, endangering billions of dollars in export revenue and global food security.
