Historical Context

After the September 11, 2001 attacks Congress passed the Homeland Security Act, signed November 25 2002, and DHS began operations on March 1 2003, merging 22 agencies including the former INS and Customs Service into Immigration and Customs Enforcement and Customs and Border Protection. That integration established a federal data-sharing model, which underpins the May 2025 TSA-ICE agreement to expand joint operations.
