Historical Context

In March 1999 NATO launched Operation Allied Force against Yugoslavia, flying more than 38,000 combat missions and on 2 May disabling over 70 % of Serbia’s electricity grid. The campaign, framed as a humanitarian response to ethnic cleansing in Kosovo, ended in June 1999. Today Ukraine cites that Kosovo precedent while seeking Western air-defence and power-restoration aid.
