The annual Han Kuang exercise, held each year since 1984, began on August 5 with the explicit aim of preparing the Republic of China’s armed forces for scenarios in which Chinese aggression targets command centres, ports, logistics and defence-industry sites. Senior Taiwan officials said the drills are intended to move beyond “laboratory-like” simulations and expose commanders to “real-field” conditions where enemy actions may diverge from pre-planned expectations.
New Operational Practices
For the first time, the exercise incorporates a U.S.–style “backbrief” process, requiring junior officers to restate mission details to their superiors to ensure alignment on operational intent. The drills also feature a deliberate slowdown of mobile internet speeds to evaluate civilian communication under bandwidth constraints, and an “embedded reporter” mechanism designed to test wartime news releases and counter disinformation efforts. A defence official emphasized that the overall emphasis is on how the entire population, under the Republic of China’s name, should respond to war.
Scale and Activities
The ten-day exercise, scheduled to conclude on August 14, mobilises more than 20,000 reservists. Activities include fighter-jet dispersals, emergency naval deployments, the simulated relocation of a major arsenal, mobilisation of civilian factories, and escort drills off Taiwan’s Pacific coast. On a Taipei high-school sports field, reservists practised mortar use and rifle positions, illustrating the hands-on component of the training.
Strategic Implications
Analysts note that the intensified realism reflects growing concerns that Beijing may seek to sever Taiwan’s Pacific supply lines as Chinese military pressure intensifies. By testing command flexibility, communication resilience, and civilian-military coordination, Taiwan aims to demonstrate its capacity to sustain defence operations even if initial strikes target critical infrastructure. The drills therefore serve both as a readiness measure and a signal to regional actors of the island’s resolve to defend its de-facto independence.
