On 17 September 1978 Egyptian President Anwar Sadat and Israeli Prime Minister Menachem Begin signed the Camp David Accords, which produced the 1979 Egypt-Israel peace treaty but excluded Palestinian participation and drew UN condemnation in December 1978 and 1979. Only 13 percent of the pledged $1 billion for Palestinian self-government was disbursed by 1980, a shortfall echoed today as UAE, Saudi, Qatar, Jordan, Turkey and Egypt denounce Israeli strikes on a Gaza hospital.
