Historical Context

President George W. Bush presented the Roadmap for Peace in a 24 June 2002 speech; after an EU draft in September 2002, the final text appeared on 30 April 2003. The plan called for recognition, a cease-fire and Palestinian reforms, but Prime Minister Ariel Sharon’s objections and Hamas rejection stalled Phase I, leading the UN to endorse it in Resolution 1515 (Nov 2003) without implementation.
