In recent weeks Iran has sought to expand influence over the strategic Strait of Hormuz. The Houthis in Yemen, acting on Tehran’s behalf, have threatened commercial vessels transiting the Red Sea. Tehran has also been linked to a long-range strike on an Egyptian Mediterranean port and to threats against NATO ally Bulgaria for supporting U.S. operations.

Iran, for its part, says it is pursuing a commercial-shipping arrangement with Oman that would operate without U.S. approval and would involve tolls on vessels.
