Global Shortage of Patriot Interceptor Missiles Amid Multiple Conflicts

Surge in Demand and Depleted Stocks

The U.S. Patriot air-defense system, first deployed in the 1991 Gulf War, is experiencing a sharp decline in interceptor inventories. Ukraine’s need for missiles to counter nightly Russian ballistic strikes and the “Iran war” have together exhausted large portions of U.S. and Gulf stocks. The Center for Strategic and International Studies (CSIS) estimates that about 65 % of U.S. Patriot interceptors were expended between February and July, reducing the count from roughly 2,330 before the Iran war to fewer than 850. In the Gulf, Saudi Arabia used about 86 % of its 2,800 PAC-3 interceptors during the first 38 days of combat with Iran, leaving roughly 400 missiles. Six to eight countries have formally requested additional missiles to replenish their depleted reserves.

System Overview and Modernization

Patriot, short for *Phased Array Tracking Radar for Intercept on Target*, is a mobile surface-to-air system built by Raytheon Technologies. It can engage aircraft, tactical ballistic missiles, and cruise missiles, with capability varying by interceptor type. The earlier PAC-2 interceptor relies on a blast-fragmentation warhead, while the PAC-3 family—produced by Lockheed Martin—uses “hit-to-kill” technology. In July, Lockheed introduced the PAC-3 Adapted Capability Effector (ACE), which the company says costs about half as much as earlier PAC-3 missiles while retaining the ability to target short-range ballistic missiles, aircraft, and cruise missiles. North Atlantic Treaty Organization (NATO) reported in 2015 that Patriot radar can track up to 100 targets simultaneously at ranges exceeding 150 km (93 mi).

Quantified Shortages and Production Efforts

A single Patriot battery now costs over $1 billion, comprising roughly $400 million for the system and $690 million for the missiles it carries. Individual PAC-3 interceptors are priced at $4 million to $5 million each. To address the shortfall, the U.S. Army awarded Lockheed Martin a contract worth up to $58.6 billion for additional interceptor production. The United States has also approved the sale of 5,250 Patriot interceptors to Bahrain, Kuwait, Qatar, and the United Arab Emirates. Raytheon reports having built and delivered over 240 Patriot fire units, and together with Lockheed Martin has manufactured “thousands” of interceptors. Nineteen countries now operate Patriot systems, with sixteen fielding the newest PAC-3 Missile Segment Enhancement (MSE) missiles.

Official Responses and Future Plans

U.S. officials are pressing ahead with discussions that would allow Ukraine to assemble Patriot interceptors domestically, including the possibility of producing components in Europe. Those talks continue despite former President Donald Trump’s expressed doubts about such a deal. The Pentagon has sought additional funding to accelerate ammunition production, while CSIS warns that fully rebuilding U.S. missile inventories could take several years.

Implications for Allies

The concurrent depletion of U.S., Gulf, and European Patriot stocks underscores a broader supply-chain strain as multiple allies rely on the system for defense against Russian, Iranian, and regional missile threats. The high cost of batteries and interceptors, combined with limited production capacity, raises concerns about the ability of partner nations to maintain adequate air-defense coverage in the near term.
