History

Historical Context

In 1996 President Bill Clinton signed the Illegal Immigration Reform and Immigrant Responsibility Act, expanding visa-revocation powers. After the Department of Homeland Security was formed, the State Department used those powers to cancel large numbers of unauthorized visas. The Birth Tourism Prevention Task Force now applies the same executive-order authority to stop foreign couples misrepresenting travel intent.
