Offender Background and Community Detention
RNZ reported that Otene had four prior firearms convictions and was sentenced in 2023 to four years’ imprisonment for aggravated robbery. After his release in 2025, he stole goods worth more than $1,000 from a Rebel Sports store and was serving a four-month community-detention and supervision order at the time of the shooting. Corrections director Simon Chaplin confirmed the sentence required a 7 pm–7 am curfew monitored by electronic GPS anklets, and that Otene was not in breach of the curfew when the incident occurred.
