Historical Context

After 9/11, the Homeland Security Act of 2002 led to ICE’s creation on March 1 2003, merging INS and Customs Service functions. ICE, split into Homeland Security Investigations and Enforcement and Removal Operations, enforces over 400 federal statutes and has faced protests since 2018, after 2025 incidents. In 2026 the DNC’s Austin vote, supported by Senators Chris Murphy and Adam Schiff, called for abolishing ICE, reviving cuts.
