Historical Context

During the 1984-85 “Tanker War” of the Iran-Iraq conflict, Iraq’s attacks on Iranian and Kuwaiti tankers prompted Kuwait to ask the United States for protection. After UN Security Council Resolution 598, the U.S. launched Operation Earnest Will on 24 July 1987, re-flagging Kuwaiti ships and deploying over 30 warships to escort tankers through the Strait of Hormuz.
