Historical Context

The first Taser, introduced in 1993, was marketed as a less-lethal option. In 2005 the Department of Homeland Security spent $12 million to equip 1,200 ICE agents with Tasers, a rollout later echoed by the 2026 shock-glove proposal and challenged by the ACLU.
