Historical Context

In February-March 2014, amid Ukraine’s post-Yanukovych transition, Russian forces seized Crimea’s parliament, airports and key infrastructure, installing the pro-Russian Aksyonov government. Russia formally incorporated the peninsula on 18 March 2014, prompting the UN General Assembly to adopt resolution 100 in March 2014 condemning the annexation. The 2014 takeover set the precedent for cross-border artillery strikes that now threaten civilian safety.
