France Turns to Tanker Trucks as Drought Strains Rural Water Supplies

Emergency Water Deliveries in Alsace and the Jura

Since early August, silver tanker trucks have been making twice-weekly trips to the town of Sainte-Marie-aux-Mines in the Vosges Mountains, delivering drinking water from nearby Liepvre. The town of about 5,000 residents normally draws from roughly 20 mountain springs, but intense heat has sharply reduced spring flow. According to the French government, more than 40,000 people have experienced water cutoffs or supply disruptions this month, and 550,000 are at heightened risk of losing stable access. Similar truck deliveries are now serving over a dozen municipalities in the Jura Mountains of the Doubs department.

Infrastructure Weaknesses and Recent Repairs

Experts note that chronic leaks exacerbate shortages. In the village of Coucouron, repairs to major leaks cut water consumption by about 40 cubic metres per day, and a new 6-kilometre pipeline is expected to improve stability. Nationwide, only about 79 % of water fed into rural supply networks reaches consumers, compared with an 84 % average for the country as a whole. Pipe replacement proceeds slowly, with roughly 0.6 % of pipes renewed each year.

Government Response and the 2023 Water Plan

After the dry summer of 2022, President Emmanuel Macron declared water a national priority. The “Water Plan” unveiled in spring 2023 set more than 50 measures, including a target of a 10 % reduction in water consumption by 2030 and a programme to modernise the supply network and fix leaks. Since its launch, €1.4 billion has been allocated to the plan. Monique Barbut, France’s minister for the ecological transition, estimated that the direct and indirect costs of this year’s heat waves could reach €10–15 billion (up to $17.4 billion).

Broader European Context

The European Environment Agency reports that seasonal water scarcity and stress affect roughly 30 % of the EU’s land area and almost one-third of its population. In 2025 the European Commission introduced a Water Resilience Strategy aiming for at least a 10 % increase in water efficiency by 2030 and infrastructure modernisation. Neighboring Germany’s Black Forest region is already preparing for possible tanker deliveries, while the Netherlands and Spain rely on extensive canal networks, reservoirs and desalination to buffer shortages.

The reliance on tanker trucks highlights the vulnerability of rural water systems to climate-driven drought and aging infrastructure. It underscores the urgency of accelerating pipe replacement, reducing systemic losses, and implementing demand-management measures to balance household, agricultural, and industrial needs during prolonged dry periods.
