Historical Context

In August 2005 Planning Policy Statement 9 obliged councils to assess about 1,200 traveller sites, prompting a £12 million funding allocation that year. The statement, created after the Planning and Compulsory Purchase Act 2004 reformed development plans, was replaced by the National Planning Policy Framework on 27 March 2012. Today Gosport Borough Council’s blockade and MP Angela Rayner’s clause removal revive the historic clash between regulation and traveller rights.
