After the 1995 UN Security Council Resolution 687 ended Iraq’s Gulf-War sanctions, the IAEA—then led by Hans Blix—verified the removal of Iraq’s nuclear material and imposed strict safeguards. In June 2004 the agency extracted about 2 tons of low-enriched uranium from Iraq. That verification model now underpins Rafael Grossi’s call for transparent oversight of the newly found uranium in Syria’s Deir ez-Zor.
