Shift in U.S. Nuclear Deterrence Policy Fuels Proliferation Concerns

President Donald Trump’s 2026 National Defense Strategy omitted any reference to the U.S. “extended nuclear deterrence” that has underpinned allied security for decades. The revision urges partners to shoulder a larger share of defense spending and signals a reduced U.S. commitment to protect them with nuclear guarantees. Analysts note that allies now view Washington as “more disengaged and unreliable,” prompting discussions of “strategic autonomy.”

In response, several partners have taken steps that could inch them closer to indigenous nuclear capabilities. French President Emmanuel Macron announced a warhead increase—the first since 1992—and pledged a “forward deterrence” partnership that extends France’s umbrella to other EU members, with nine countries, including Germany and Greece, joining the initiative. Japan’s Prime Minister Sanae Takaichi has softened language around the nation’s three non-nuclear principles, raising speculation about a future policy shift. Lithuania and Finland, both bordering Russia, have moved toward lifting bans on domestic nuclear deployment. Earlier last month, the United States opened talks on peaceful South Korean enrichment and reprocessing, while a new Saudi civil-nuclear pact could create a path to domestic enrichment.

The Trump administration has not provided comment on the strategy shift. French officials framed the warhead increase as a measure to “strengthen Europe’s independence.” Japanese defense ministries declined to comment on the evolving stance of Prime Minister Takaichi.
