Japan’s agricultural sector is confronting a surge in extreme heat events. Around 70 % of the nation’s farmers are aged 65 or older, a group especially vulnerable to heat stress, while high humidity amplifies the danger. A recent report recorded 59 agricultural worker deaths from heat in 2024—more than twice the 2021 total. Surveys by the Japan Weather Association indicated that roughly 60 % of farmers aged 20-50 reported personal heatstroke experiences or knew someone who suffered the condition.
Adaptation Measures Across Crops and Livestock
Producers are adopting a range of manual and technological responses. At Iijima’s farm, workers begin field work up to two hours before sunrise, racing to cut flowers before temperatures rise. Poultry farmer Tetsuya Usuba, who lost over 500 laying hens during a three-day heat spell six summers ago, now triggers automatic lighting at 2:30 a.m. to encourage the 4,400-bird flock to eat before heat suppresses appetite. He supplements fans, roof-sprays, and citric-acid-enhanced water, yet a recent temperature spike above 35 °C still resulted in the loss of 130 birds. The government is promoting smart-farming tools such as drones and robots to further reduce workers’ exposure.
Economic and Labor Impact
Heat exposure eliminated 926 million labour hours from Japan’s agricultural sector in 2024, according to the Lancet Countdown. The same analysis estimated the resulting income loss at roughly $46 billion, equivalent to about 1 % of the country’s gross domestic product.
Policy Response and Future Outlook
In response, the government introduced workplace regulations slated for 2025 that obligate employers to establish heat-stroke reporting procedures and emergency response plans.
